Property Manager

Position Summary:

This position is responsible for managing daily operations for a diverse property portfolio, which may include homeownership units, market rent, subsidized, and congregate living facilities.


Essential Duties and Responsibilities: Resident/Tenant Relations

Partners with Resident Service Coordinators to provide community and supportive services programs for residents.Establishes and maintains a positive rapport with residents, landlords, colleagues, external agencies and the Stamford community.Liaison between residents and ownership/development.Supports the ongoing development of residents’ associations and actively participates in resident meetings.Ensures that residents and guests adhere to the terms of the lease agreements and program rules and regulations.Monitors portfolio for lease violations and/or criminal activity.Meets with residents individually as needed to address lease violations, past-due rent, and other issues, or per resident’s request.Manages the complete occupancy cycle including timely turnover of vacancies; review of waiting list(s), eligibility, certifications and verifications.Prepares files from the waitlist to fill vacant apartments, ensuring all eligibility criteria are met including criminal background and credit requirements, asset verification, and income verification.Monitors waitlists to ensure there are an adequate number of files on hand at all times.Prepares waitlist advertisement and coordinates with appropriate departments to open the waitlist as needed.Partners with the housing choice voucher program and intake specialists to ensure maximized occupancy.Manages and completes the entire recertification cycle, inclusive of eligibility, certification and verification processes.Manages the timely turnover of vacant apartments by communicating with maintenance staff and contracted vendors as needed to ensure vacancies are leased quickly.Manages eviction process as needed in collaboration with landlord-tenant attorney.Partners with maintenance to keep the physical management of the property, including regular maintenance and emergency repairs, functioning in top condition.Identifies safety concerns and handles appropriately.Reviews reports for work orders performed in the course of a workday and after work hours.Manages move-in/out inspections; prepares reports and resident charges as appropriate.Manages the hiring, training and supervision of property management staff; indirectly supervises security personnel and other contractors, as appropriate.


Attends resident and monthly Board meetings as required.Accomplishes financial objectives by monitoring rent collection; forecasting requirements; preparing annual budget; scheduling expenditures; analyzing variances; initiating corrective action.Monitors accounts receivable to make sure revenue expectations are met through payment of rent.Oversee the process of late notices and all fees monthly.Coordinates the referral of delinquent accounts to attorney for legal action as needed for rent collection.Maintains all resident files per required guidelines.Manages monthly, quarterly, and annual reporting requirements in accordance with Federal & State regulations, ordinances and/or organizational needs.Prepares and submits periodic investor and Board reports.May be required to perform other related duties as required and/or assigned.Participates in applicant and resident hearings as needed.Strong knowledge of property management operations and the principles, policies and procedures of public housing administration.Excellent ability to effectively communicate orally and in writing with residents, perspective residents, property owners, State & Federal officials and colleagues.Outstanding ability to follow, carryout and enforce oral and written instructions, policies, procedures, rules and regulations.Strong organizational and supervisory skills.Ability to work with minimal supervision in a fast-paced team environment.Strong Microsoft Office Skills.Knowledge of housing management software (HAB, Yardi, etc.) preferred.Graduation from an accredited high school is required.Graduation from an accredited college/university with a Bachelor’s Degree or in place of education eight (8) years in real estate, property management, social services or comparable experience is required.In addition, a minimum of six (6) years of experience in the above stated, two (2) of which years were in a supervisory capacity is compulsory.A current driver’s license and the ability to maintain a current license.Public Housing Manager (PHM) and Low Income Housing Tax Credit (LIHTC) certifications or the ability to obtain them within twelve (12) months of assuming the role.Successfully pass a pre-employment physical, drug test and a criminal background check.
